Why don't Dentists honor Dental Discount Plan Rates without Membership?

A Dental discount plan charges dental patients a yearly fee for listing
rates and for listing Dentists. As far as I know, no rate plan money
goes to the dentist from the plan.
When a person signs up for a plan, the dentist agrees to charge the
rates stated in the rate sheet.
Whenever the patient visits the dentist, someone has to call the plan
to see whether the patient is an active (paying) member of the plan.
What if someone calls a dentist and asks if the dentist will accept the
RATES of xyz plan?
If the dentist agrees, why is it of any importance to the dentist if
the patient is a member or not? Wouldn't be cheaper and less trouble
for the dentist if the patient was not a member of any plan?
I do not can't understand the reason why a dentist willing to charge
plan rates, would insist that a patient be enrolled in a plan.

The dentist has finally realized that s/he has made a grave error in
accepting these plans in the first place. S/he is even now trying to
figure a way to get out of said plans before s/he goes bankrupt. Now you
know why the dentist treats you as if you were little more that another
slob at the wicket at McDonalds.
You want good service? Quality service? PAY YOUR DENTIST. There are
actuarial firms who set the dentists' suggested tarrifs. If you
undermine that, you are getting less than what you need. It is simple
economics. Don't sign up for these cheap-o programs.
