Inhospitable Centre takes heavy toll on health services

Irrespective of the alliance ruling roost at the Centre,
the Government hospitals continue to get a raw deal. The
City Government does not have the power to appoint
doctors in its hospitals and the Union Health and Family
Welfare Ministry is taking its own time in appointing
over 300 specialists and general duty medical officer
(GDMO) through the Union Public Service Commission
(UPSC).
"A fresh ray of hope has emanated from April 27 meeting
at the UPSC on the issue of appointing doctors for the
city hospitals. We hope the UPSC and Union Health
Ministry this time round keep the promise and
appointments are made sooner the better," sources said.
The appointment of specialists and other doctors in the
government hospitals has been hanging in the balance
since the National Democratic Alliance (NDA) was in
power. Health Minister Dr AK Walia made several attempts
to see the appointment is made, but in vain.
"The situation is almost the same when the United
Progressive Alliance (UPA) is in power at the Centre. The
appointment of doctors has been unduly delayed for
reasons best known to the powers-that-be at the Centre,
in the process serving a body blow to the hospitals,"
sources added.
The meeting was attended by senior UPSC officials
including the City Government's top health officials.
Joint Director Bhavani Thyagrajan represented Union
Health & Family Welfare Ministry. "UPSC has promised the
appointments will be made in a couple of months," a Delhi
Government official present in the meeting said.
As of now, the City Government runs 32 hospitals
including super-speciality ones like GB Pant and GTB.
These hospitals have around 6700 beds. The total
sanctioned strength of doctors including specialists is
around 1500. "A major chunk of vacancies are of
specialists. Many posts of specialists are lying vacant
in GB Pant hospital, adjudged to be on par with the
AIIMS," the official added.
"In fact, we need over 500 specialists to upgrade health
care in the government hospitals. We need to have three
to four super-speciality branches in all hospitals with
100 or more beds. The number of beds also need to be
increased as the patient load is increasing by leaps and
bounds," he added. The City Government runs 10 hospitals,
each of them having minimum 200 beds.
